What is government?

There are two viewpoints at work in our society today. One is, the government is your friend and knows best. The other is, the government is the problem. In my opinion to err is human, to shrug is civil service. Where else but in the government could you find the following: A clerk is told to destroy a whole series of documents because there isn't enough space to store them.
