If Herbert Hoover did nothing else he was a clairvoyant of sorts and able to predict the future. He said one time, "Blessed are the young, for they shall inherit the debt." And, it was Ronald Reagan who reminded us of the governments view of the economy. "If it moves, tax it; if it keeps moving, regulate; if it stops moving, subsidize it."
